Moiraine dons her Aes Sedai shawl and is escorted to an audience with the Amyrlin Seat. Along the way, Anaiya shares troubling news: three new false Dragons have risen simultaneously in Saldaea, Murandy, and Tear, and the Great Hunt of the Horn has been called in Illian.

Once alone with the Amyrlin, Moiraine learns that Elaida has reported to the Hall of the Tower about a dangerous ta'veren boy—and the Hall has proposed sending Moiraine into retreat under Red Ajah custody. The Amyrlin reveals the political tensions fracturing the Tower.

She then dismisses Leane and drops all formality, embracing Moiraine as an old friend. She warns that if anyone discovers what they are planning, they will both be stilled.
